nothing about this is hard to accomplish, and it would easily solve about half, at least, of the citizens difficulties with the way things are. and it would be a gesture of 'coming together' made clear and solid at costs to no one. so i'd wonder why it ain't being done by all of the voting districts, when EVERYTHING else requires a valid id;
