But it is a failure of the state. States are failing to maintain order but remain as vehicles of the Establishment which runs the state, not to provide security of persons and property for all, but for its own benefit. It gives itself careers, money, power, prestige, etc. It then employs these to exempt itself from the consequences of state failure, i.e., it lives in gated communities, its kids go to private schools.
