i don't have any evidence but i'd be willing to bet that panetta is guilty of much more than hegseth. panetta's been around and in enough positions i can't imagine how hegseth could have even begun to equal the crimes of panetta who has been playing with the world when hegseth was still in basic training;

Leon Panetta, who served as Obama’s first Secretary of Defense in 2009, recently accused Pete Hegseth of committing a war crime, because of the most recent drone strike on a narco-terrorist boat approaching the United States.

One has to wonder if he thought his old boss Obama committed a war crime when he killed American citizens with a drone strike. Funny, no one in the media has thought to ask him about that.

Former Defense Secretary Leon Panetta said Monday he doesn’t “think there’s any question” a reported second U.S. strike on an alleged Caribbean drug boat was a war crime.

“I don’t think there’s any question that that’s a war crime, if it happened in that way. I think the best thing that’s happening now is that the Armed Services Committee in both the Senate and the House have indicated that they’re going to do a full investigation of this issue,” Panetta said on CNN’s “The Situation Room.”..........more........
