The Metropolitan Police Department’s internal investigators have sustained accusations against at least 15 high-ranking police officials—including captains, commanders, and assistant chiefs—in a sweeping investigation into crime statistics, according to two sources familiar with the matter.

One of IAD’s findings, according to a source, is that Second District Cmdr. Tatjana Savoy directed two captains to reclassify as many as 390 thefts as taking property without a right, a misdemeanor. Thefts can be classified as felonies or misdemeanors depending on the circumstances, but they are all reported in D.C.’s daily crime report and to the FBI’s Uniform Crime Reporting program. Reclassifying thefts as taking property could give the appearance that the crime is decreasing. Total thefts dropped by 10 percent from 2024 to 2025, according to statistics posted to MPD’s website.

Former Sgt. Charlotte Djossou and former Officer Tabatha Knight testified to a D.C. Council committee in January 2020 about the improper reclassification of crimes. Both women later filed separate lawsuits, generally alleging retaliation and mistreatment for speaking up, along with other claims.

MPD Cmdr. Michael Pulliam was put on paid administrative leave in May 2025 while he was investigated for making questionable changes to crime stats, according to NBC Washington. Pulliam denied the accusations.

I have two news items for you today, a good one and a bad one. Should we begin with a good one? OK, so we shall.

The Good News

In the parched lands of the Middle East, the rains are few and far between. My readers who live in lands of temperate climate, in the US or England or Germany, probably think a break from the rain would be a nice change. That’s because they enjoy rivers and lakes, and lots of them. In our arid lands, water has become a synonym for compassion, and we are perilously short of both. The wells are dry, and the springs in the mountains have all but perished. History tells us that without the rain of water, a rain of lead – molten or cast – will take its place.

All of us expected some horrible consequences from the US-Israel attack on Iran, but – totally unexpectedly- things have turned out for the better. Iranian, Iraqi, Syrian and Turkish news outlets are reporting that their countries are experiencing heavy rainfall, temperatures have dropped sharply, and in some places, it has even snowed (yes, right now, at the end of April)!

The results are astonishing: the Tigris and Euphrates are filling with water (residents of Mosul are particularly shocked), deserts bloom, and water and life are returning to dried-up lakes, such as Iran’s Lake Urmia. Some dams (including Darbandikhan, Iraq’s largest dam) have opened their floodgates due to being 100 per cent full — a state not seen for many years. Iran has been suffering for years under one of the worst droughts in recent history. Rivers ran dry, dams hit critically low levels, and officials were even whispering about relocating the capital due to water shortages. Then, suddenly, the skies opened. “We suddenly found ourselves dealing with hundreds of testimonies where released detainees said they were subjected to sexual violence,” Maha Husseini told The Electronic Intifada Livestream for 30 April.

Hussaini is head of media and public engagement at Euro-Med Human Rights Monitor, which has published a report documenting systematic sexual violence, including the widespread use of rape, against Palestinian detainees held in Israeli prisons and military detention camps since October 2023.

The report, “Another genocide behind walls” concludes that the horrific abuses are not isolated acts but part of an organized state policy enabled by Israeli legal, medical and judicial institutions.

Almost every released Palestinian detainee “spoke of at least one form of sexual violence they were subjected to, or they witnessed others being subjected to,” Hussaini added.
