the thing is i still see chemtrails over two states which have banned it so what's the recourse;

As of March 24, 2025, 24 states had introduced legislation to ban geo-engineering and toxic atmospheric manipulation.

That same day, HHS Secretary Robert F. Kennedy Jr. made a historic statement:  

“24 States move to ban geoengineering our climate by dousing our citizens, our waterways and landscapes with toxins. This is a movement every MAHA needs to support. HHS will do its part.”
