i have some experience in this sort of thing, and this is not only bullying but certain racism. to say otherwise is to reveal your prejudices or fears; 

More fallout Friday over the disturbing video of a young boy being attacked by a group of boys. Baltimore County police say they became aware of this video this week, shortly after it surfaced online. Detectives investigated, then charges. Now, more disbelief from the victim’s family.
